WebSteam just does a one time check before you release to make sure the game launches and cloud saves work, they don't verify updates at all so you could fully brick your game and make it unlaunchable and steam wouldn't care. I know it's annoying because there's a delay for updates but they are pretty clearly doing the right thing.
